Ghana’s Minister for Finance, Mr. Ken Ofori-Atta on Thursday, 23rd July 2023 presented the 2023 mid-year budget review & supplementary estimates for the financial year to parliament. The presentation was in accordance with Article 179 (8) of the 1992 Constitution and Section 28 of the Public Financial Management Act, 2016 (Act 921).

The mid-year budget review which highlighted key economic indicators such as growth rate, budget deficit, revenue, and expenditure also touched on the teacher trainee allowances which is one of the Governments’ key initiatives indicated in the budget.

Checks conducted by the News Desk of the Colleges of Education Weekly Journal in the 2023 mid-year budget review presented to parliament indicated that Government has spent a total of GH¢432,680,458.00 for payment of teacher trainee allowances from 2017 to date in the 46 public Colleges of Education in the Country.

Speaking on the floor of parliament, the Finance Minister stated that “Mr. Speaker, to render Colleges of Education freely accessible to all eligible students and train teachers for the provision of quality education, Government restored the payment of teacher trainee allowances. A total of GH¢432,680,458.00 was paid in teacher trainee allowances from 2017 to date”.

Below is the breakdown of the total amount paid to teacher trainees from 2017 to date as stated in the 2023 mid-year budget review:

2017/18 academic year – 47,923 teacher trainees at GH¢103,124,102;
2023/19 academic year – 47,759 teacher trainees at GH¢162,440,204; and
/20 academic year – 47,135 teacher trainees at GH¢167,116,152.

It will be recalled that the New Patriotic Party in 2016 as part of its campaign promises pledged to restore the payment of the trainee teacher allowance if voted into power. Three years down the line the government has lived up to the task with the payment of the allowance to trainee teachers. Each trainee teacher is paid an amount of GHC400 per month for eight months in a year.
