Formerly known as the Zanzibar Educational Measurement and Evaluation Board, the Zanzibar Examinations Council (ZEC) was established by mandate of Act No. 6 of 2012 of the House of Representatives in Zanzibar.

Currently, the Ministry of Education and Vocational Training is responsible for providing policy guidelines and allocating staff to ZEC, as well as issuing subvention grants. Although ZEC does not currently receive support from development partners, it is mainly funded by the RGoZ through these subvention grants.

The director of the Zanzibar Examinations Council oversees ZEC officials and serves as a liaison between the Ministry of Education and Vocational Training and ZEC.
